Liberals Unveil Canada’s Most Ambitious Housing Plan Since the Second World War

Aurora—Oak Ridges—Richmond Hill—On Monday, the Liberal Party of Canada announced its plan to build more homes that Canadians can afford, marking the launch of Canada’s most ambitious housing plan since the Second World War.

The announcement was made by Liberal Leader Mark Carney in Vaughan, where he was joined by Leah Taylor Roy, Liberal Candidate for Aurora—Oak Ridges—Richmond Hill, along with other members of the Liberal team. The plan builds on Canada’s proud legacy of taking bold, national action to address housing needs.

During and after the Second World War, Canada faced a severe housing shortage. In response, the government built tens of thousands of affordable starter homes for returning veterans and their families. That effort created new agencies,developed entire industries, and dramatically reduced the cost and time it took to build homes.

Today, Canada faces a housing crisis of similar magnitude—and the Liberal Party is once again stepping up to meet the challenge.

“Canada is facing a housing crisis that demands bold, urgent action,”said Leah Taylor Roy, who joined the Prime Minister and fellow Liberal candidates at the announcement.

“Right here in Aurora—Oak Ridges—Richmond Hill, too many people are struggling to find a safe, affordable place to live in the communities they love and helped build. I’ve spoken with many young people on the campaign trail who are worried about their future—who wonder if they’ll ever be able to afford a home.

Under Mark Carney’s leadership, the Liberal team has a real plan to fix that—by building more homes, faster, and by creating better-paying jobs while protecting our environment. And we’ll do it by working in partnership with provinces,

municipalities, and the private sector. This is about creating homes and good-paying jobs, while protecting the future we all believe in.”

A Historic Plan to Build More Homes, Faster

A Mark Carney-led Liberal government will double the pace of home construction to nearly 500,000 new homes per year, supported by a comprehensive plan that includes:

1. Build Canada Homes(BCH)

Reintroducing the federal government into homebuilding by:

● Acting as a developer to build affordable housing at scale, including on public lands;

● Providing $ 25 billion in financing to Canadian prefab homebuilders using innovative technologies like mass timber and softwood lumber;

● Delivering $10 billion in low-cost capital to affordable homebuilders to reduce barriers and speed up construction.

2. Making the Housing Market Work for Everyone

● Cutting municipal development charges in half for multi-unit housing, while ensuring municipalities are supported by provinces and territories;

● Reintroducing a successful rental housing tax incentive to encourage new rental builds;

● Supporting the conversion of existing structures into affordable units;

● Reducing bureaucracy and zoning red tape through an expanded Housing Accelerator Fund, enabling builders to navigate one national housing market instead of thirteen fragmented ones.

This builds on the elimination of the GST on new homes under $1 million for first-time buyers —a measure that has already made a real difference for families.

Strong Leadership to Build a Stronger Canada

A Mark Carney-led Liberal government will:

● Deliver a middle-class tax cut

● Create new jobs and drive clean economic growth

● Build the fastest-growing economy in the G7

● Take bold action to address the housing crisis

● Stand up to President Trump’s tariffs and keep Canada strong

● Support families with $10-a-day child care across the country

● Protect and expand universal healthcare, including dental care

Leah Taylor Roy is committed to delivering results for families, seniors, and young people in Aurora—Oak Ridges—Richmond Hill, ensuring that everyone has a fair shot at owning a home and building a life in the community they call home.
